Texas state Rep. Shelley Luther (R-District 62) is backing legislation that would protect Grayson County, Texas, residents and businesses from nearby cement manufacturing. Texas Senate Bill 1758 would block a proposed 600-acre Black Mountain Cement plant and limestone quarry in Dorchester.
“If your business is going to cause harm or damage to someone else’s land or the people living there, then we need to step up on that. So we have a few bills that we are filing to get one of them to pass through,” Rep. Luther said
The bill also seeks to protect nearby GlobalWafers and Texas Instruments facilities. “It’s basically putting a buffer, a 10-mile buffer, around these two very important facilities. And saying that a cement kiln cannot disrupt any manufacturing that they do – it also includes a study on the vibration and how it would affect these two facilities,” explained Rep. Luther.
Black Mountain Cement said its operation would address a growing cement supply gap in the region, while creating hundreds of jobs and millions in new tax dollars for the surrounding communities.
